Rostechnadzor Delegation Took Part in Bilateral Meeting with China's National Nuclear Safety Administration
On June 18 and 19, 2014, in Beijing, the delegation of Federal Environmental, Industrial and Nuclear Supervision Service headed by Chairman Alexey Aleshin took part in a bilateral meeting with the head of the National Nuclear Safety Administration of China (NNSA) Li Ganjie and representatives of its departments and jurisdictions.
At the meeting, the Rostechnadzor delegation presented information on the Russian system of state safety regulation in peaceful uses of atomic energy, including details on licensing experience and safety supervision at the VVER and fast reactor NPPs, and floating nuclear thermal power plant; on emergency preparedness and response; modifications to the regulatory legal framework in light of the lessons learnt after the Fukushima-Daiichi accident; on nuclear fuel cycle facilities, safety requirements for spent fuel and radioactive waste management and radioactive substance transportation; and on the system and experience of quality control when producing equipment for the NPPs in Russia.
The NNSA representatives told about important events in operating Tianwan 1 and 2; licensing experience for Tianwan 3 and 4 at the construction stage; safety supervision experience at Tianwan 1 to 4 and the fast reactors; on actions taken after the Fukushima-Daiichi accident, including revision of the nuclear safety codes and standards; on the fuel cycle facilities safety requirements for spent fuel and radioactive waste management; on the radioactive substance management system and experience; on emergency response and also the quality control system for the NPP equipment.
Alexey Aleshin and Li Ganjie discussed areas and scope of prospective cooperation between Rostechnadzor and the NNSA, and also agreed to prepare a new interagency agreement to replace the current one.
In addition, the parties reached an agreement to conduct joint inspections at the Tianwan NPP in China and one of the VVER NPPs in Russia, as well as a bilateral workshop in the second half of 2015 in China, which will be dedicated to the issues of safety regulation of the fuel cycle, radioactive substance transportation and radiation source management.
On the 20th of June, 2014, the Rostechnadzor delegation visited the China Experimental Fast Reactor (CEFR) located in the premises of China Institute of Atomic Energy (CIAE). During the visit, the Rostechnadzor delegation was informed about the activities of CIAE in general and history of creation and technical features of the CEFR.
