Deputy Chairman Alexey Ferapontov Attends the Ceremony of NPP Rooppur Siting License

Rostechnadzor Deputy Chairman Alexey Ferapontov had a working visit to Bangladesh on June 20 to 22, 2016, where he had a number of working meetings with the leaders of the Bangladeshi ministries and institutions in charge of regulation of safety and use of nuclear energy.

On June 21, the Rostechnadzor representatives and the delegation of the State Corporation Rosatom headed by Nikolai Spassky, Deputy CEO for International Relations, visited the site of the Rooppur NPP.

DSC_0091.jpgIn the second half of the day, the Bangladesh Atomic Energy Regulatory Authority (BAERA) organized a ceremony dedicated to the issue of the siting license for two units of the Rooppur NPP in Pabna District. The ceremony was preceded by a lengthy and intensive joint work between the BAERA specialists and experts of Rostechnadzor’s technical support organizations on review of the documents demonstrating the safety of NPP siting.

Commenting the issue of the siting license for the Rooppur NPP, Prof. Dr. Naiyyum Choudhury noted that the siting license was just a completion of the intial phase of a long way.

Architect Yeafesh Osman, Honorable Minister of the Ministry of Science and Technology, directed the ceremony attendees’ attention to the fact that the Bangladeshi party is planning to adopt experience and knowledge of not only the Russian counterparts but also India to demonstrate nuclear and radiation safety of the future NPP.

In his turn, Alexey Ferapontov emphasized that the public in any country trusts a regulatory authority that has competence and independence to control the compliance with all safety requirements to a facility such as a nuclear plant.

“Our cooperation with BAERA is first of all directed to the final formation of the national systems of nuclear energy safety regulation in Bangladesh, which would allow independent and competent decision making, and also complete control of the compliance with safety requirements at all stages of NPP lifecycle”.

On June 22, the Rostechnadzor representatives and the Rosatom delegation took part in the work of the Joint Coordination Committee for Rooppur NPP Construction.

According to the Russian-Bangladeshi intergovernmental agreement on cooperation in construction of the nuclear power plant in the territory of the People’s Republic of Bangladesh signed on November 2, 2011, the Rooppur NPP with two VVER-1200 units is to be constructed in Pabna District. The corresponding general contract between the Russian and Bangladeshi authorized organizations was signed on December 25, 2015.
