Rostechnadzor Delegation Visits Belarus

On November 15 to 17, 2016, specialists of Federal Environmental, Industrial and Nuclear Supervision Service (Rostechnadzor) and Gospromnadzor of the Republic of Belarus had a meeting in Minsk to share their experience in arranging and implementing supervision at the facilities of chemical and petrochemical complexes, and vegetable stock storage and processing. Rostechnadzor was represented by the staff members of the Department of General Industrial Supervision, the Department for Supervision of Oil and Gas Complex Facilities and the Oka Department of Rostechnadzor.

The meeting participants exchanged their experience in the matters of arrangement of control and supervisory activities, regulatory and legal control, licensing and industrial safety review. The representatives on the Byelorussian and Russian parties noted similarity of their approaches to arrangement of control and supervisory activities.

As part of the programme, which included overview of the practical control and supervisory activities in hazardous industrial facilities, the Rostechnadzor delegation and the management of Gospromnadzor of the Republic of Belarus visited the unitary enterprise Borisov Bakery Complex of Joint Stock Company Minskoblhlebprodukt (Borisov, Minsk region), a multi-purpose producer of flour and cereal products and macaroni products in the Republic of Belarus, and Joint Stock Company Mozyr Refinery in Mozyr, Gomel Region, one of the largest producers of petroleum products in the Republic of Belarus.

During the visits to the enterprises, the Rostechnadzor delegation also familiarized with the organization of the production processes and implementation of measures for accident-free operation of the hazardous facilities.

The visit resulted in noting the need for continuing exchange in other areas and types of supervisory activities under the Plan of Joint Actions between Rostechnadzor and Gospromnadzor of the Republic of Belarus in 2017.
