Iran Nuclear Regulatory Authority visited Rostechnadzor


On 22-23 May 2017, Rostechnadzor hosted delegation of Iran Nuclear Regulatory Authority (INRA) led by its Head Dr. Hojatollah Salehi, who has recently been appointed to this position. The Iranian delegation was also represented by Mr. Kamran Sepanloo, Director General of INRA National Nuclear Safety Department and Mr. Amir Ali Sadri, Chief Representative of Atomic Energy Organization of Iran in Moscow. The main purpose of the visit was to become acquainted with the activity of Rostechnadzor and to discuss a new format of bilateral cooperation taking into account new challenges faced by the Iranian party.

IMG_2183.JPGAlexey Aleshin, Chairman of Rostechnadzor opened the meeting and delivered a welcome address to the participants. He marked out twenty years of tight cooperation between the Russian and Iranian nuclear regulatory bodies and emphasized the new opportunities for development that will be promoted by the Joint Comprehensive Plan of Action approved by Iran and the E3/EU+3 countries that negotiated to settle the situation around Iran`s nuclear program.

Alexey Aleshin assured the readiness of Rosthecnadzor to assist in implementation of an ambitious project of the National Nuclear Safety Center creation in Iran as well as in other areas of interest of the Iranian party especially construction of Bushehr NPP phase 2.IMG_2184.JPG

In his turn, Dr. H. Salehi noted the priority of the cooperation with Rostechnadzor and stressed that he considered the Russian counterpart as the key reliable and highly-qualified partner. Also he identified a number of areas where the Iranian party needs assistance of Rostechnadzor. They include creation of National Nuclear Safety Center in Iran, improvement of the regulatory and legal framework, conducting of safety reviews in course of NPP licensing as well as of nuclear fuel cycle (NFC) facilities licensing, and exercising nuclear security regulation. 

During the meeting, overview of Russian system of legal and regulatory documents development and approval was presented to the Iranian guests as well as Rostechnadzor experience in licensing and supervision activities of NPPs, nuclear research installations, NFC facilities. The delegation became acquainted with the activity of Rostechnadzor’s technical support organizations (SEC NRS and FSUE VO ‘Safety’), and visited Information and Analytical Center of Rostechnadzor.

Resuming the meeting the Parties outlined new prospects for bilateral cooperation.
