Rostechnadzor and ASN Hold Bilateral Meeting


Federal Environmental, Industrial and Nuclear Supervision Service (Rostechnadzor) and the French Nuclear Safety Authority (ASN) held a bilateral meeting on June 15, 2017.

Rostechnadzor Deputy Chairman Alexey Ferapontov delivered opening remarks.

“We have had joint inspection with some other foreign partners, but the distinctive feature of the joint event with ASN is that the list of inspected installations covers actually the entire spectrum of nuclear facilities, including nuclear plants, fuel cycle facilities, research nuclear installations and organizations utilizing radiation sources for medical purposes”, he stressed in particular.

In his turn, ASN Director General Olivier Gupta pointed the important role of international cooperation in the ensuring and maintenance of the global nuclear safety regime. This is a reason why ASN is particularly focused on interaction with its foreign partners.

Alexey Ferapontov made a report on the current state of the Russian nuclear energy, including an overview of the Russian NPP fleet, updates on regulatory and legislative activities and safety regulation at the concluding stage of the fuel cycle. In addition, he summarized the implementation of the Federal Target Programme “Ensuring Nuclear and Radiation Safety in 2008 and in the period until 2015” and informed about the new Federal Target Programme “Ensuring Nuclear and Radiation Safety in 2016 to 2020 and in the period until 2030”. Olivier Gupta reported on nuclear and radiation safety regulation in France.

The participants exchanged information on how they applied the risk-informed approach in their regulatory activities and on the organization of emergency response systems in Russia and France.

The French delegation visited the Information and Analysis Centre (IAC) of Rostechnadzor where they were informed about the capabilities of the IAC software tools used in the event of accidents in the nuclear facilities and in the time of emergency exercises.

Rostechnadzor and ASN agreed themes of joint events to be organized in 2017 to 2019, including joint inspections, workshops and working meetings on the topics of mutual interest.

The participant also drew conclusions of the joint inspection held at the St. Petersburg Konstantinov Institute of Nuclear Physics held in October 2016 and discussed results of the workshop on the issues of safety regulation for nuclear fuel cycle facilities that took place on June 14, 2017, in Moscow.

Cooperation between Rostechnadzor and ASN is implemented under the intergovernmental agreement on information exchange and cooperation in the field of safety regulation in peaceful uses of atomic energy signed in 2000.
