Multinational Workshop "Construction of New VVERs in VVERWG Member-Countries"

1        GENERAL INFORMATION

As part of multinational cooperation related to activities of Working Group on New VVER designs (VVERWG) that functioning since 2013 within the Multinational Design Evaluation Programme (MDEP), workshop on "Construction of New VVERs in VVERWG Member-Countries" will be held.

The workshop will be hosted by the ATOMSTROYEXPORT (ASE JSC EC) Office
in Moscow, Russia on 25 May 2018. The workshop is planned for one day.

This announcement includes information on this event and a call for abstracts and presentations at the workshop to be submitted.

2        OBJECTIVES

The objective of the workshop is to review and discuss current activities of VVERWG and its short-term plans, multinational experience on construction of new VVERs, technical issues of the safety assessment and oversight at the construction stage, and to discuss the future plans of VVERWG. Enhancement of the interface of VVERWG activities with actual needs of future Operator/Licensee will be discussed as well.

As a result of the workshop, information will be obtained to provide understanding of key regulatory issues related to the safety assessment of new VVER designs and to enhance interactions between regulators, design organizations and industry in order to support effectively national licensing processes.

The workshop with participation of relevant technical specialists from countries constructing or planning to construct new VVERs provides for discussion of the outcomes of previous activities as well as sharing experience on construction of new VVER designs.

The workshop outputs will be recommendations for follow-up activities of VVERWG and its interaction with all interested parties on new VVER designs.

3        BACKGROUND

The VVERWG provides a forum for technical experts from regulatory authorities of countries constructing or planning to construct new VVERs. The VVERWG activities cover the exchange of information and experience on licensing process and design reviews, lessons learned, and design-related construction, commissioning and initial 2-year phase of operation experience, thereby promoting co-operation and harmonization of regulatory practices where there may be a safety benefit.

Working under the MDEP terms of reference, the objective of the VVERWG is to leverage national regulatory resources by sharing information and experience on the regulatory safety design reviews of the VVER with the purposes of enhancing the safety of the design and enabling regulators to make timely licensing decisions to ensure safe designs.

The MDEP VVERWG started their activities in January 2014 and carried out nine meetings for the last four years. During this timeframe, several technical reports and common position have been developed by the VVERWG and a number of other activities are ongoing with respect to severe accidents, transient and accident analyses, reactor pressure vessel and primary circuit as well as Vienna Declaration on Nuclear Safety. The 10th meeting of VVERWG will be held in conjunction with the mentioned workshop.

4        FORMAT AND OUTLINE OF THE WORKSHOP

The workshop will include an opening session, technical sessions devoted to discussion of outcomes of previous activities and plans on each technical area under consideration, sharing experience on construction of new VVER designs and a closing session.

The closing session will summarise the discussions and recommendations for possible further VVERWG activities and improvement of interaction with all interested parties on new VVER designs. All participants are expected to take part in the discussion and in the formulation of recommendations in the closing session.

5        LOGISTICS AND PARTICIPATION IN THE WORKSHOP

Participants

As is customary with NEA workshops, participation is open to technical experts from regulatory authorities and their technical support organisations, research organisations, operating organisations, design and vendor organisations from VVERWG member-countries. The maximum number of attendees allowed is 60. The meeting is also open to a small number of technical experts from countries constructing or planning to construct new VVERs.

There is no registration fee for this workshop. The venue, reception and coffee/refreshments between sessions will be complimentary.

Language

All presentations and discussions will be in English, and good command in the English language will be necessary to fully benefit from the workshop.

Papers and presentations

Abstracts should be sent electronically not later than 7 May 2018.

Presentations should be sent electronically not later than 20 May 2018 and they should not exceed the time slots allocated in the workshop agenda.

Workshop proceedings

Proceedings from the workshop will include abstracts and presentations from the opening session, technical sessions, as well as recommendations from discussions during the closing session of the workshop.

Location and accommodation

The workshop is organised by the NEA, Rostechnadzor/SECNRS, Rosenergoatom and ATOMSTROYEXPORT.

The workshop will be held at the ATOMSTROYEXPORT Office in Moscow
(2, Dmitrovskoye shosse), Russia. The Office is located close to public transportation. The nearest metro station is ‘Dmitrovskaya’ station (‘grey line’ of Moscow metro).

Participants are expected to make their own accommodation arrangements.

Participants who require a visa to enter Russian Federation should request a letter from the SEC NRS or JSC Rosenergoatom as soon as possible to support their travel plans.
