Rostechnadzor and VARANS Sign Protocol of Amendment to Cooperation Agreement between Two Agencies
16 July 2018. Alexey Aleshin, Chairman of Federal Environmental, Industrial and Nuclear Supervision Service (Rostechnadzor), and Nguyen Tuan Khai, Director General of the Vietnam Agency for Radiation and Nuclear Safety (VARANS), signed the protocol of amendment to the cooperation agreement between the two agencies in the field of nuclear and radiation safety regulation in the peaceful use of atomic energy dated 31 October 2010.
The Vietnamese delegation had a scientific visit to Rostechnadzor from 16 to 18 July 2018 under the IAEA technical cooperation programme to acquaint with the safety regulatory system in atomic energy uses. The Vietnamese specialist were informed about the activities carried out by the relevant structural units located at the headquarters of Rostechnadzor and its technical support organizations, SEC NRS and VO “Safety”, and also visited the centre for information and analysis of Rostechnadzor. The Vietnamese delegation also visited NRC Kurchatov Institute.
The Agreement between Federal Environmental, Industrial and Nuclear Supervision Service (Russian Federation) and the Vietnam Agency for Radiation and Nuclear Safety (under the Ministry of Science and Technology, the Socialist Republic of Vietnam) on Cooperation in the Field of Nuclear and Radiation Safety Regulation in the Peaceful Use of Atomic Energy was signed on 31 October 2010. Under this agreement, the parties exchanged regulatory experience in respect to nuclear power plants.
At the same time, the Russian party continues to cooperate with Vietnam under the Agreement between the Government of the Russian Federation and the Government of the Socialist Republic of Vietnam for Cooperation on Establishment of the Centre for Nuclear Energy Science and Technology in the Territory of the Socialist Republic of Vietnam signed on 21 November 2011. This agreement envisages the construction of a research reactor in Vietnam.
The protocol signed by the parties to amend the cooperation agreement between Rostechnadzor and VARANS excludes references to certain types of nuclear facilities.
