Bilateral meeting between Rostechnadzor and French Nuclear Safety Authority (ASN) took place in Paris
07.12.2018 A Rostechnadzor delegation headed by Deputy Chairman Alexey Ferapontov took part in a bilateral meeting with ASN to exchange information on regulation of nuclear and radiation safety in Russia and France and to approve a joint cooperation program for 2019-2020. The assembly was held on 5 December 2018 in the ASN Headquarters in Paris.
During his speech, Alexey Ferapontov delivered a presentation on most significant events in the field of the use of atomic energy in Russia in 2018. In turn, ASN Director General O. Gupta provided an update on nuclear and radiation safety regulation in France.
Decommissioning of graphite reactors and nuclear reactor ageing management in Russia and France provided the basis for the meeting’s agenda.
The parties discussed the workshop on supervision over uranium conversion, enrichment and fuel production, which took place on 17-19 June 2018 in Lyon, France. The workshop program also included a technical visit to the uranium enrichment and conversion facilities Comurhex-II, Georges Besse and a nuclear fuel production plant of Framatome.
On a final note, Rostechnadzor and ASN agreed upon the joint cooperation program for 2019-2020. The program envisages bilateral activities, including an inspection of SNF transportation from NPP in Russia with the participation of French specialists as observers, comprehensive inspections of Russian and French NPPs and a technical visit to a Russian nuclear fuel cycle front-end enterprise.
The visit to France came to an end on 6 December 2018 by calling in at the Cadarache research center on the site of the nuclear fusion research installation ITER (currently in construction).
Background: ITER is a project of an international experimental nuclear fusion reactor located next to the CEA Cadarache research center. The objective of the ITER is to demonstrate feasibility of the commercial application of the fusion nuclear reactor and solve physical and technological problems that may come across along the way. Russia is a member-state of the project. The major players for the fulfilment of the Russia’s share of the project obligations are Kurchatov Institute, State Corporation Rosatom, JSC “Efremov Research Institute”, NIKIET and others.
