Rostechnadzor Delegation Headed by Alexander Rybas Visits Finland

January 28 – 31, 2019. The delegation of Federal Environmental, Industrial and Nuclear Supervision Service headed by the State Secretary – Deputy Chairman Alexander Rybas visited Finland.
On January 29, 2019, the Rostechnadzor delegation had a working meeting with the Finnish interagency delegation headed by Leena Westerholm, a Ministerial Adviser of the Ministry of Agriculture and Forestry of Finland, to exchange regulatory experience in the area of the safety of hydraulic engineering structures. The meeting was also attended by representatives of ÅF Finland, a provider of consulting, engineering and project management services to energy sector, Fortum, an energy company, and VTT, a state non-profit research, development and innovation company.
The parties shared information on the arrangement and conduct of supervisory activities for the safety of hydraulic engineering structures, recent developments in their relevant regulatory documents and discussed further bilateral cooperation.

On January 30, 2019, the Rostechnadzor delegation visited two hydraulic engineering facilities, which were the Ahvenkoski and Korkeakoski hydropower plants on the river Kymi. The Rostechnadzor delegates familiarized themselves with the monitoring system of dam technical state, the arrangement and conduct of maintenance operations and discussed safety issues of hydraulic engineering structures with the staff in charge for industrial safety of the facilities. The return visit of the Finnish delegation is expected in the second or third quarter of 2019.
