Alexander Rybas was born on 23 June 1960 in Tula.
He graduated with honors from Mikhailovskaya Artillery Military Academy (Saint-Petersburg), Russian Academy of State Service under the President of the Russian Federation and Diplomatic Academy of the Russian Foreign Ministry. He holds a title of Doctor in Economics and Candidate in Engineering Science.
In 1995 he served within the system of military and technical cooperation between the Russian Federation and other countries.
In 2000-2003 he took a post of Assistant Chairman of the Government for the Industrial Policy, Transport Development and Law Enforcement.
In 2003-2004 he headed the Secretariat of Deputy Chairman of the Government.
In 2004-2006 he held the office of Assistant Chairman of the Government for Industrial Development and Science, Reforming and Development of the Military-Industrial Complex in addition to duties of Executive Secretary of the Governmental Committee for Military-Industrial Affairs.
In February-September 2006 he worked as Deputy Director of the Federal Industry Agency.
Alexander Rybas holds Russian Federation Governmental Award in Science and Engineering and the Mosin Prize. He has invented a number of military pieces of equipment and written some 90 scientific works that address issues of strategic analysis of the global arms market, efficient arms export systems, instruments of war development forecasting and basic military technologies.
Since January 2015 he became State Secretary - Deputy Chairman of Federal Environmental, Industrial and Nuclear Supervision Service.
