Commission of CIS Member States on the Peaceful Uses of Atomic EnergyCommission of CIS Member States on the Peaceful Uses of Atomic Energy The Commission of the Member States of the Commonwealth of Independent States on the Peaceful Uses of Atomic Energy (hereinafter referred to as the Commission) was established in accordance with the Decision of the Council of Heads of Governments of the Commonwealth of Independent States of January 17, 1997 on the Perspective Plan for the Development of Cooperation of the Member States of the Commonwealth of Independent States in the Peaceful Uses of Atomic Energy and Improvement of the Safety of Nuclear Installations.
The main tasks of the Commission are to:
- coordinate the efforts of the states of the Commonwealth of Independent States to implement the Agreement on the Basic Principles of Cooperation in the Field of Peaceful Uses of Atomic Energy of June 26, 1992 and the Decision of the Council of Heads of Governments on the Perspective Plan for the Development of Cooperation of the Member States of the Commonwealth of Independent States in the Peaceful Uses of Atomic Energy and Improvement of the Safety of Nuclear Installations of January 17, 1997;
- develop consolidated recommendations and solutions on the issues of multilateral cooperation in the field of nuclear energy development.
The Commission is formed from the heads of the relevant government bodies responsible for work in the field of nuclear energy in the CIS member states, in the quantity determined by each state. Mikhail Mikhadyuk, Deputy Minister of Energy of the Republic of Belarus, has been Chairman of the Commission since January 1, 2015. By order of the Government of the Russian Federation of October 18, 2014 No. 2073-r, Alexey Ferapontov, Deputy Head of Rostechnadzor, entered the Commission.
The main activity of the Commission is coordinated by the Secretariat of the Commission and consists in holding meetings of thematic working groups in various areas of cooperation. The task of the working groups is to implement the decisions of the annual meetings of the Commission.
Currently, representatives of Rostechnadzor are members of the following working groups and other working bodies within the Commission:
1. The Basic Organization of the CIS Member States on management of SF, RW, and decommissioning of NRHFs The expert groups within the Basic Organization: - Expert Group 1 “Development of Proposals for the Implementation of Projects at SNF and RW Facilities and Decommissioning of NRHFs of the CIS Member States”; - Expert Group 2 “Development of the Document on Cooperation of the CIS Member States on Management of SF and RW and Decommissioning of NRHFs”; - Expert Group 3 “Issues of Unification and Harmonization of Documents in the Field of Regulatory Legal and Regulatory Technical Control of the CIS Member States”; - Expert Group 5 “Development and Implementation of Stuff Professional Training and Retraining Programs in the Field of Management of SF and RW, and Decommissioning of NRHFs.”
2. The Basic Organization of the CIS Member States for information exchange in the field of safety of nuclear research facilities of the CIS Member States:
- The Advisory Body of the Basic Organization of the CIS Member States for information exchange in the field of safety of nuclear research facilities of the CIS member States.
3. Working groups of the Commission: - the working group on “Implementation of the Plan of Practical Measures for the Implementation of the Agreement on Cooperation among the CIS Member States on Preparedness in the Event of a Nuclear Accident or Occurrence of a Radiation Emergency and Mutual Assistance in the Elimination of its Consequences”;
- the working group on “Implementation of the Agreement on Information Interaction of the CIS Member States in the Transportation of Radioactive Sources”;
- the working group on “Development and Coordination of the Draft Document ‘The Package of Measures to Improve Safety Culture and Leadership for the Security of the CIS Member States’”;
- the working group on “Implementation of the Main Areas of Cooperation of the CIS Member States for the Formation of Public Acceptance of Nuclear Energy”;
- the working group on “Implementation of the Program for the Development of National Nuclear Infrastructures of the CIS Member States and the Plan of Measures for its Implementation”;
- the working group on “Agreement on Projects of the Concept of Cooperation of the CIS Member States in the Field of Management of Waste of Classes I and II and Elimination of Facilities of Accumulated Environmental Damage and Plan of Priority Measures for Its Implementation”;
- the working group on “Implementation of the Integrated Management System in Nuclear and Radiation Safety Regulatory Bodies of the CIS Council Member States.”
4. Participation in the activities of Council of Senior Representatives of Safety Regulatory Bodies of the CIS Member States (established under the Commission at the end of 2021). |
