Representatives of Rostechnadzor and SEC NRS have begun work as part of IAEA IRRS mission to China

Dmitry Bokov, head of the Special Security Department of Rostechnadzor, and Marina Nepeypivo, chief specialist of the Scientific and Engineering Center for Nuclear and Radiation Safety, are taking part in the IAEA Integrated Regulatory Review Service (IRRS) in the People’s Republic of China.
The mission chaired by the heads of regulatory authorities of Pakistan and the United Kingdom includes 25 experts from 17 countries and the IAEA. The mission assesses the compliance of nuclear safety regulatory procedures and practices with recommendations. The experts work with representatives of China’s National Nuclear Safety Administration (NNSA) and scientific and technical support organizations under the leadership of Dong Baotong, Vice Minister of Ecology and Environment and Head of NNSA. They participate as observers in NNSA inspections. The Rostechnadzor and SEC NRS specialists evaluate regulatory issues of radioactive sources and nuclear cycle enterprises. The mission, which will end on July 12, will provide recommendations and proposals for improving the regulation of nuclear energy facilities, as well as highlight good practices that deserve the attention of regulatory authorities in other countries.
Reference: IAEA IRRS missions are conducted at the request of countries and serve as an independent assessment of the effectiveness of the regulatory body’s activities against standards, followed by a follow-up mission to assess progress in improvement. In China, the previous IRRS mission was conducted in 2010, and the follow-up mission in 2016.
