Rostekhnadzor delegation holds bilateral meetings with heads of foreign regulatory bodies

The delegation of the Federal Environmental, Industrial and Nuclear Supervision Service led by the agency’s chairman, Alexander Trembitsky, continues its work at the 69th Session of the IAEA General Conference.
The delegation met with the senior officials of nuclear safety regulatory agencies of Uzbekistan, China, Myanmar, Vietnam, Ethiopia, and Kazakhstan. During the talks with the Abduvakkos Rafikov, Chairman of the Committee for Industrial, Radiation, and Nuclear Safety under the Cabinet of Ministers of the Republic of Uzbekistan, the parties discussed issues related to support to the Uzbek regulator in licensing activities during the construction of the nuclear power plant in the Republic of Uzbekistan, personnel training, and the development of the state regulatory system for nuclear and radiation safety in general. The meeting with Li Zhiguo, Deputy Director of the National Nuclear Safety Administration of China, focused on plans for interagency cooperation, including a joint coordination meeting in China, developing cooperation between the scientific and technical support organizations, and interaction within the Multinational Design Evaluation Programme (MDEP). At a meeting with Theingi Maung Maung, Director of the Department of Atomic Energy of the Ministry of Science and Technology of Myanmar, current issues of cooperation under the Memorandum of Understanding signed in 2025 were discussed, including support for the development of the national regulatory framework for the use of nuclear energy. Bilateral cooperation plans were discussed with Nguyen Hoang Linh, Director General of the Vietnam Agency for Radiation and Nuclear Safety, in the context of developing cooperation between Russia and Vietnam, as well as a planned visit by the Vietnamese regulator’s senior management to a Russian nuclear power plant. A working meeting was held with Solomon Getachew, Director General of the Ethiopia Technology Authority. Priority joint activities to support the Ethiopian regulator in developing a national nuclear and radiation safety regulatory system were discussed. Negotiations were held with a Kazakh delegation led by Gumar Sergazin, Deputy Chairman of the Agency of the Republic of Kazakhstan on Atomic Energy. The parties noted active interaction on various issues related to nuclear and radiation safety regulation, discussed opportunities for expanding cooperation, and confirmed their intention to sign an interagency memorandum of understanding and develop a joint action plan by the end of the year. The Rostechnadzor delegation’s work program also included participation in plenary sessions of the IAEA Regulators’ Cooperation Forum and the Forum of Nuclear Regulatory Bodies in Africa, as well as a meeting dedicated to the 25th anniversary of the International Project on Innovative Nuclear Reactors and Fuel Cycles (INPRO). Meetings with senior officials from Egyptian and Turkish regulatory bodies, as well as participation in the 11th meeting of the IAEA Global Nuclear Safety and Security Network, are scheduled for September 17. |
